When Varus is paired with Sivir, he gets a clear improvement in his total damage output. This could indicate that Sivir helps provide protection for him to deal more damage or that her participation also helps extend the match's duration. Similarly, when Varus is played alongside Sivir on the same team, he usually scores many fewer killing sprees than when he plays without Sivir. This is contrasting evidence that he is worse when playing alongside Sivir.
Additionally, when Varus plays with Sivir on the same team, he on average receives more damage than when he plays alone. Getting dealt more damage could mean that Sivir does a poor job of protecting Varus in team fights.
There is no one best champion pairing for Varus that will no matter what be his #1 ally. However, overall, Sivir is a very bad companion for Varus. By locking into the same team as Varus, she drops their win rate by -4.8% to 43.6%. This clearly indicates that there is a very bad strategic relationship between Varus and Sivir that results in them performing not as well together than alone.
Sivir has a greater difficulty than Varus. That means Varus players should be cautious when finding Sivir comrades to play with, as they will need a greater level of skill to be able to play well with you.
Working on the same side, Varus players will likely witness an overall large increase in your team’s capacity to deal physical damage. Combined, these champs can tear through the other team with a lot of physcial damage.
Although, by pairing Varus and Sivir together, you will not be providing your other teammates much AP. Make sure to have other champions on your team that helps cover this relative gap in their potential.
Regardless of your Sivir ally's skill level, you should focus on maximizing your income, warding to avoid ambushes, and taking down objectives. If you do this, you should do well anyway.
