Be a bird!
In the lane, try to position your soldiers between the enemy's minions and the enemy champion. This way you can use them both to last hit and to project threat onto your lane opponent.
Be careful about putting down both of the soldiers stored by Arise! Unless you're going all-in, always have a soldier in your back pocket if you need to escape over a wall or if you misposition your other soldier and need damage now.
Think of Emperor's Divide as a defensive ability first and foremost. Use it when the enemy engages on you or your allies. Remember that your team can walk through the soldiers summoned by Emperor's Divide and use this to your advantage when enemy melee champions engage on you.

This is contrasting evidence that he is worse when playing synergisticly with Azir.
Moreover, when Shaco plays with Azir on the same team, he typically receives a little less damage than when he plays alone. Receiving not as much damage could indicate that Azir does a decent job of protecting Shaco in team fights.
There is no perfect synergy for Shaco that will always be his top teammate. However, overall, Azir is a very typical teammate for Shaco. By playing on the same team as Shaco, he decreases their win rate by -0.1% to 49.3%. This clearly indicates that there is a weak strategic relationship between Shaco and Azir that results in them performing not as well together than alone.
Azir has a lower difficulty than Shaco. That means you don't need to be careful when lining up Azir allies to fight alongside, as they will have to have a relatively low level of skill to be able to play well with you.
Fighting together, Shaco players should expect to observe an overall large increase in your team’s capability to destroy wih physical damage. When paired, these two should be able to take down targets with auto-attacks and other AD damage abilities.
Although, by grouping Shaco and Azir together, you will not be providing your side enough engage potential. Plan to bring other champions on your team that neutralizes this relative gap in their potential.
Regardless of the ability of your Azir teammate, you should focus on maximizing your gold income, staying alive by avoiding foolish fights, and taking down objectives. If you heed this simple advice, you should do well anyway.
