You can chain Sigil of Malice and Ethereal Chains to prevent characters with blink from escaping for up to 4 seconds.
Distortion allows you to be aggressive with your other spells while being able to return to safety.
Fizz's spells scale off Ability Power - consider getting items like Zhonya's Hourglass or Banshee's Veil against teams that have high burst threat - and items like Lich Bane or Rabadon's Deathcap if you think you can survive without the Health.
Since Fizz can move through units, find opportunities in lane to walk through minions and apply Seastone Trident's passive - following it up with the ability's active attack after a few seconds.

Overall, LeBlanc sees a very large drop in her KDA (ratio of kills and assists to deaths) when paired with Fizz. His KDA decreased from NaN to NaN. When LeBlanc tries to synergize with Fizz, she sees a noticable drop in her full damage dealt. This difference may demonstrate that Fizz does not help cover for her to deal more damage or that his presence also helps increase the round's duration. Similarly, when LeBlanc is played together with Fizz on the same team, he usually scores many fewer killing sprees than when she plays alone. This is contrasting evidence that she is worse when playing synergisticly with Fizz.
Additionally, when LeBlanc plays with Fizz on the same team, she typically receives a little more damage than when she plays alone. Taking more damage may mean that Fizz does a poor job of protecting LeBlanc in team fights.
There is no perfect ally for LeBlanc that will no matter what be her #1 teammate. Yet, Fizz is a very typical ally for LeBlanc. By being on the same team as LeBlanc, he improves their win rate by 0.9% to 47.7%. This demonstrates that there is a weak bond between LeBlanc and Fizz that allows them to perform stronger together than alone.
Fizz has a much lower diffuclty than LeBlanc. That means you don't need to be cautious when lining up Fizz allies to go into battle on the same side as, as they will require a much lower level of skill to work well with you.
Fighting together, LeBlanc players should observe an overall large increase in your team’s capability to deal magical damage. Together, these champions can deal quite a lot of AP type damage.
In contrast, by aligning LeBlanc and Fizz together, you will not be giving your team a great deal of support. Make sure to bring other champions on your team that offsets this relative gap in their potential.
Regardless of the skill of your Fizz teammate, you need to focus on maximizing your gold income, warding to avoid ambushes, and clearing objectives. If you follow these simple suggestions, you should do well anyway.
