Overall, Ivern sees a very large drop in his KDA (ratio of kills and assists to deaths) when paired with Talon. His KDA fell from NaN to NaN. This decrease shows that Talon helps Ivern perform worse in ranked League matches. Yet, the small difference proves that this performance change is not very impactful.
When Ivern is paired with Talon, he gets a little increase in his full damage output. This may demonstrate that Talon helps provide cover for him to dish out more damage or that his participation also helps increase the game's duration. Similarly, when Ivern is played together with Talon on the same side, he usually scores many fewer killing sprees compared to when he plays without Talon. This is contrasting evidence that he is worse when playing synergisticly with Talon.
Additionally, when Ivern plays with Talon on the same side, he typically receives a little more damage than when he plays alone. Receiving more damage may indicate that Talon does a poor job of covering Ivern in teamfights.
There is no universally accepted best ally for Ivern that will always be his ideal synergy. Yet, Talon is a very typical ally for Ivern. By playing on the same side as Ivern, he increases their win rate by 0.7% to 51.5%. This clearly indicates that there is a weak bond between Ivern and Talon that allows them to perform better together than alone.
Talon has a lower difficulty than Ivern. That means Ivern players don't need to be careful when enlisting Talon allies to fight alongside, as they will have to have a lower level of skill to work well with you.
Fighting cooperatively, you should expect to see an overall large increase in your team’s ability to dish out massive AD. When paired, these two can provide a great amount of sustained physical damage.
In contrast, by bringing Ivern and Talon together, you may not be giving your team a great deal of crowd control. Plan to bring other champions on your team that neutralizes this disparity in this pairing's kit.
Regardless of your Talon ally's ability, you should focus on maximizing your income, warding to avoid ambushes, and taking down objectives. If you do this, you should do well, regardless.
