Be careful about putting down both of the soldiers stored by Arise! Unless you're going all-in, always have a soldier in your back pocket if you need to escape over a wall or if you misposition your other soldier and need damage now.
Think of Emperor's Divide as a defensive ability first and foremost. Use it when the enemy engages on you or your allies. Remember that your team can walk through the soldiers summoned by Emperor's Divide and use this to your advantage when enemy melee champions engage on you.

Jhin has a much lower diffuclty than Azir. That means you don't need to be cautious when lining up Jhin comrades to fight alongside, as they will need a much lower level of skill to be able to work well with you.
Fighting cooperatively, you should see an overall large increase in your team’s ability to dish out massive AD. Combined, these two can tear through the other team with a lot of physcial damage.
Conversely, by grouping Azir and Jhin together, you probably will not be giving your other teammates very much engage. Make sure to bring other champs on your team that neutralizes this relative disparity in this pairing's kit.
Regardless of the ability of your Jhin ally, you should focus on maximizing your income, staying alive by avoiding foolish fights, and taking down objectives. If you heed this simple advice, you should do well anyway.
